6 Massachusetts Senior Circuit Breaker Tax Credit Rules Residents 65 and Older Often Overlook
Every tax break counts if you’re living on a fixed income.
Some Bay Staters 65 and older may be missing a state credit because a few of its rules are easy to overlook.
Here’s what to check before you file.
Note: This is general information, not tax advice. Credit amounts and income limits are subject to change, so confirm the current figures with the Massachusetts Department of Revenue.
1. What Age Qualifies for the Massachusetts Senior Circuit Breaker Credit?
According to the Department of Revenue, you must be 65 or older by December 31 of the tax year.
Schedule CB words the same test as being at least 65 before January 1 of the following year.
A December 31 birthday counts for that tax year, and a January 1 birthday waits for the next one.
On a joint return, either spouse can meet the age test.
So if you’re 64 and your spouse is 66, you can still claim as a couple.
Check your spouse’s birthday too.
2. Do Renters Qualify?
Renters qualify for the senior circuit breaker credit too.
In Tax Information Release 25-7, the Department of Revenue says a renter’s credit is the amount by which 25% of the rent paid exceeds 10% of total income.
The credit tops out at the same $2,820 maximum that applies to homeowners for tax year 2025.
Run the numbers.
Say you pay $1,500 a month in rent.
Over a year, that’s $18,000, so 25% of it is $4,500.
On $30,000 of income, 10% is $3,000, which leaves a $1,500 credit.
Schedule CB rules out renters who receive a federal or state rent subsidy or who rent from a tax-exempt entity.
3. How Much Income Is Too Much?
For tax year 2025, the Department of Revenue sets the senior circuit breaker credit’s income cap by filing status.
The limit is $75,000 for a single filer, $94,000 for a head of household and $112,000 for a married couple filing jointly.
Social Security counts toward that total, including retirement, disability and survivor benefits.
Massachusetts leaves Social Security out of gross income on your state return.
Many people assume that exclusion carries over to the credit.
It doesn’t.
Schedule CB asks for the full amount of Social Security before Medicare premiums are taken out.
Life insurance proceeds and one-time probated estate distributions are left out of total income.

4. Is There a Home Value Limit?
For tax year 2025, homeowners whose personal residence is assessed above $1,298,000 can't claim the senior circuit breaker credit.
The Department of Revenue measures that assessed value as of January 1, before residential exemptions but after abatements.
For a single-unit home shared by several taxpayers, the assessed value can't be split among them.
Roommates, take note.
How Homeowners Figure the Circuit Breaker Credit
Generally, a homeowner's credit starts with the property tax payments you made plus half of your water and sewer charges.
When that total tops 10% of your income, the credit is the difference, up to $2,820 for tax year 2025.
Say you paid $5,400 in property tax and your water and sewer bill was $800, so half of it is $400.
That makes $5,800, and 10% of a $40,000 income is $4,000, so your credit is $1,800.
The department's instructions count all property tax payments made during the calendar year, regardless of which year the payments apply to.
5. Can You Claim When You Owe No Tax?
You can claim the senior circuit breaker credit even when you owe no income tax.
When the credit you're owed exceeds your total tax for the year, the Department of Revenue refunds the difference.
Say your credit is $1,800 and your income tax comes to $400.
You get the extra $1,400 back.
That adds up.

6. How Far Back Can You Claim?
The Department of Revenue gives you three years to claim the credit for a tax year, counted from the last day for filing that year's return.
A lot of eligible people don't think to look back.
An extension doesn't change that count.
The return for tax year 2025 was due on April 15, 2026, so its window runs through April 2029.
Each tax year runs separately.
If you forgot Schedule CB, fill in the amended return oval on your income tax return and submit the schedule.
You'll also need property tax bills or proof of rent paid, plus sewer and water bills.
