8 Retirement Costs Pushing New Yorkers Out of the State in 2026

Do you know what a single year of nursing home care costs in New York?

Brace yourself.

A private room runs north of $186,000 a year, one of the steepest tabs in the nation, and few fixed incomes can cover it.

These are the costs convincing many New Yorkers to retire somewhere else.

Note: This is general information, not financial or tax advice. Costs, tax rules, and dollar amounts are subject to change.

Your Property Tax Bill

In Westchester County, the average single-family property tax bill topped $16,351 in 2024, second only to one county in the whole nation.

Rockland County wasn’t far behind at nearly $14,000.

Statewide, the typical bill ran $7,821, well above the national figure of $4,300.

By effective rate, New York ranks sixth-highest in the country.

In the Rochester area, the average bill rose nearly 23% in a single year.

A paid-off house in Nassau or the Hudson Valley still comes with a bill that rivals a monthly car payment.

Your mortgage ends. Your tax bill doesn’t.

Keeping the Lights On

Residential power in New York ran about 30 cents a kilowatt-hour in early 2026, more than 50% above the national average of roughly 19 cents.

That gap shows up on every bill from Buffalo to the Bronx.

It gets worse in winter, when many older homes across the Southern Tier still burn heating oil and natural gas on top of the electric bill.

Those rates rank among the highest in the continental United States.

Upstate or down, retirees on a fixed income feel every degree of it.

A Tax on Your Pension

New York treats retirement income better than its reputation suggests, but the relief only goes so far.

There’s a ceiling.

Social Security escapes state tax entirely, and so do government pensions from the state, its counties, and Washington.

Private pensions and 401(k) withdrawals are another story.

The state doesn’t tax the first $20,000 of that income each year for anyone 59 and a half or older, and a pension from a private company or a union falls under that same cap.

Every dollar above it gets taxed on a scale that reaches 10.9%, one of the highest top rates anywhere.

Take $50,000 a year from a traditional retirement account like an IRA, and New York taxes all but the first $20,000.

So, a couple pulling steady withdrawals from a 401(k) hands the state a cut the moment they cross that line.

Long-Term Care Costs

A private nursing home room in New York ran a median of $186,698 a year in the latest cost-of-care survey, among the steepest in the country.

It’s staggering.

Long-term care can burn through a lifetime of savings in a few short years.

That nursing home tab works out to more than $500 a day.

A full-time home health aide isn’t cheap either, at roughly $78,000 a year.

Assisted living lands lower but still runs about $75,600 a year.

Medicare doesn’t cover a long stay, so families pay straight out of pocket until the savings are gone.

For a household on Long Island or in the Capital Region, a few years of care can erase everything they meant to leave behind.

Question 1 of 9

In 2024, which single state took in the most people leaving New York?

Everyday Costs Add Up

A cart of groceries in Syracuse or a tank of gas near Albany costs more than the same run would in most states.

New York's overall cost of living sits about 25% above the national baseline, the fifth-highest in the country.

Only Hawaii, California, Massachusetts, and Washington, D.C., outrank it.

Downstate, a subway swipe, a deli lunch, and a parking spot all add up on top of everything else.

You don't get those dollars back.

Home Prices Out of Reach

Buying a home in New York takes a bigger bite than it used to, even for longtime residents ready to downsize.

It stings.

The typical home value crossed $510,000 in 2026, up 5% in a single year, or about $24,000.

Trading a big suburban house for something smaller nearby barely frees up cash, since the smaller place costs a fortune too.

Head toward the Hudson Valley or the North Fork, and prices rise instead of fall.

That's part of why many sell, then buy twice the house in the Carolinas or Florida for half the money.

Steep Car Insurance Bills

Full-coverage car insurance in New York averages about $4,092 a year, roughly 52% more than the national average.

Dense downstate traffic, high repair costs, and strict coverage rules all add to the total.

Blame the zip code.

Even a retiree with a spotless record and a paid-off sedan pays that premium.

That's more than $340 a month before a single claim.

In Brooklyn or Yonkers, one year of coverage can top a month of groceries.

The Estate Tax Cliff

New York is one of the few states that still taxes estates, and it does it with a trap most people never see coming.

They call it the cliff.

The state exempts the first $7.35 million of an estate for deaths in 2026.

Go a little over, and the exemption doesn't just shrink.

Cross about 105% of that line, and the tax applies to the whole estate, not only the amount above the exemption.

On a large estate, that quirk can cost heirs hundreds of thousands of dollars.

New York's top estate tax rate reaches 16%.

Families with a house on Long Island, a small business, and a retirement account can trip the cliff without ever feeling rich.

For some, moving to a state with no estate tax is the cleanest way to keep the whole thing in the family.
