What to Do After Moving to North Carolina: The Deadlines That Apply
Pop quiz: you’ve just moved to North Carolina. Which comes first for your car, the title or the registration?
The state has an answer, and it has deadlines for your income taxes, your child’s school records and your dog too.
Here’s what to do after you move, and when each deadline hits.
Note: This is general information, not legal or tax advice. Licensing, registration and filing rules are subject to change, so confirm the current requirements with NCDMV.
How Long Do You Have After Moving to Get a North Carolina License?
North Carolina’s 60-day window starts when your residence becomes permanent, and it applies to anyone who plans to drive.
Once North Carolina issues your license, your out-of-state license should be properly discarded or surrendered.
NCDMV may waive the written and road tests if you hold a valid out-of-state license, according to its moving checklist.
Bring your out-of-state license or another document showing your full name and date of birth, plus proof of your Social Security number.
You also need one document that shows your new address, and two of them if you want a REAL ID.
The application also asks for a printed document proving liability insurance from a provider licensed to do business in North Carolina.
Because the application asks for that proof, buy a North Carolina policy before your license appointment.
When Must You Title and Register Your Car After Moving?
Registering a car in North Carolina comes after titling, since the state requires you to get the vehicle titled before registering it.
The order that follows from NCDMV’s pages is insurance, then your license, then title and registration.
If your reciprocity period (usually 30 days) ends before your license does, ask NCDMV about the Temporary Driving Certificate option.
Take your documents to a local license plate agency.
You can also mail the information in.
North Carolina law requires continuous liability insurance, provided by a North Carolina-licensed provider.
Your policy from your old state won’t count, since NCDMV doesn’t accept out-of-state policies.
What to Bring to a License Plate Agency
A North Carolina license plate agency requires your vehicle title, or your registration card if a lender holds the title.
You also fill out an MVR-1 title application.
Newer vehicles need an MVR-180 odometer disclosure too.
Add your driver license and your North Carolina vehicle insurance information.
Does Your Car Need an Inspection in North Carolina?
North Carolina requires a vehicle inspection before you can renew your registration, according to NCDMV’s new-resident page.
The inspection must be completed within 90 days of renewing the registration.
Every county requires the annual safety inspection.
Nineteen counties also include an emissions test as part of that inspection.
State laws passed in 2023 and 2026 may soon end the emissions test.
Check your county’s emissions status when your renewal comes due.
For what trips up cars at the inspection station, see why cars fail.
A vehicle with a gross vehicle weight rating above 8,500 pounds needs only a safety inspection.
How Does Vehicle Property Tax Work for New Residents?
North Carolina’s vehicle property tax is due at the same time as your registration renewal.
You get one combined bill called Tag & Tax Together, which lists your registration fees and your taxes as a single total.
The notice also lists your county tax rate and any municipal rate.
You receive it about 60 days before your registration expires, as long as your address is current with NCDMV.
If you moved and didn’t update your address, your tax amount may need to be recalculated.
In that case, contact your county tax office before sending payment.
You can pay online, by mail, or in person at a license plate agency.

Do You Owe North Carolina Income Tax in the Year You Move?
North Carolina treats you as a part-year resident in any year you move your domicile, meaning your legal residence, into the state.
If your total gross income tops the amount in the state's filing requirements chart, you file Form D-400 with Schedule PN attached.
Schedule PN determines the percentage of your total gross income from all sources that is subject to North Carolina tax.
Calendar-year returns are due April 15.
When the due date falls on a Saturday, Sunday or legal holiday, your return counts as timely filed if you file the next business day.
If you can't pay by the due date, you should still file by then to avoid the failure-to-file penalty.
You may be eligible to enter into a payment agreement with the Department of Revenue.
If you live in North Carolina only for a temporary or transitory purpose and keep your domicile elsewhere, the state treats you as a nonresident.
