Wheel Tax Is Why Your Renewal Costs More
Tennessee’s wheel tax is the single biggest reason two drivers with the same car in different counties pay different amounts to renew.
State law lets a county’s governing body add this privilege tax on every vehicle, and the amount is a local call.
Nashville’s Davidson County charges $55 a year for a private passenger vehicle, a big-city rate but far from the state’s highest.
Memphis and Shelby County charge $50, Knoxville and Knox County charge $36, and Williamson County, home to Franklin, charges $25.75.
Several smaller, mostly rural counties charge more than any of Tennessee’s big cities.
Haywood County’s wheel tax runs $90, and Robertson County’s runs $85.25.
Lake County’s has topped $100, the highest figure in the University of Tennessee County Technical Assistance Service’s statewide wheel tax survey.
A big county isn’t automatically a high-wheel-tax county.
Hamilton County, home to Chattanooga, charges no wheel tax at all.
County commissioners there voted down a plan to put a wheel tax referendum on the ballot.
It stays at zero.
County commissions can vote to raise or drop that number, and that vote is what changes a driver’s bill from one renewal to the next.
Wilson County commissioners floated tripling their wheel tax in 2024, a move that would have pushed a $25 fee as high as $75 to help cover raises for county employees.
The bill depends on the address.
How a Tennessee County Raises Your Wheel Tax
Tennessee counties can raise a wheel tax three ways.
A two-thirds commission vote at two meetings, a simple-majority vote with a public referendum, or a private act from the state legislature all work.
None of those methods require a separate notice to drivers, so a higher wheel tax often shows up for the first time on the renewal bill.
Electric and Hybrid Vehicles Pay a Separate State Fee
Tennessee adds a state surcharge onto every electric and hybrid vehicle’s registration, on top of the standard plate fee everyone else pays.
An all-electric vehicle (EV) currently carries a $200 annual fee, and a hybrid or plug-in hybrid carries $100, according to the Tennessee Department of Revenue.
Those fees are new.
Tennessee added them for registrations renewed on or after January 1, 2024.
An EV owner who renewed just before that date, then again just after it, watched the bill jump by $200 in a single year.
It’s about to jump again.
The Department of Revenue’s fee schedule raises the electric vehicle surcharge to $274 for any renewal on or after January 1, 2027.
The hybrid fee follows a similar inflation adjustment starting in 2028.
An EV owner renewing in December 2026 pays $200 for the surcharge alone, and the same owner renewing that same car in January 2027 pays $274.

Tennessee charges $35 a year for a specialty or cultural license plate, a fee that rides on top of the wheel tax and the standard plate fee.

A driver who swaps in an arts plate, a college plate, or a cause plate this year pays that $35 charge for the first time.
Switching back to a standard plate drops the charge again just as fast.

Tennessee charges a separate $35 fee to put custom letters or numbers on a plate, paid once when the personalized plate is issued.
Both fees run $35, but they start for different reasons.
What Doesn't Explain a Higher Registration Bill
Two guesses come up again and again when a Tennessee renewal costs more than it did last year, and neither one explains it.
The first guess is that the state's registration fee went up.
It hasn't.
The standard plate fee for a passenger vehicle is $26.50, and a motorcycle's plate fee is $19.50.
It never changes.
That number doesn't move county to county or year to year.
Readers who see a higher bill sometimes blame the emissions test.
That's not it anymore, either.
Middle Tennessee counties, including Rutherford, Sumner, Williamson, and Wilson, dropped their emissions testing requirement in January 2022, and Davidson County followed in February 2022, ending the program statewide.
The testing is gone.
Nobody in Tennessee fails a smog check anymore.
A renewal that costs more this year has nothing to do with an inspection sticker, even if an old habit says otherwise.
