Kentuckians Remember Wendy’s 99-Cent Items From 2013, but Its Biggie Deals Now Start at $4

You could buy a Wendy’s Jr. Cheeseburger Deluxe for 99 cents until the chain revamped its value menu in January 2013.

Since then, what Americans pay for a cheap Wendy’s meal has changed even more.

Many Kentuckians and Americans across the country remember Wendy’s 99-cent items from 2013, but its Biggie Deals now start at $4.

Nine Down to Seven

In January 2013, the new menu priced the Jr. Cheeseburger Deluxe at $1.19, up 20 cents, the Associated Press reported in a story on CBS News.

That report counted seven items at 99 cents on the new menu, down from nine.

If you ordered chicken nuggets, the Associated Press said, your 99 cents bought four pieces instead of five.

Five nuggets for 99 cents works out to about 20 cents each.

Four works out to about 25 cents each.

Each nugget cost more.

Right Price Right Size

The chain’s January 2013 release named the new menu Right Price Right Size.

That release put the menu at up to 18 items, priced from 99 cents to $1.99.

Wendy’s listed four cheeseburger varieties, three types of chicken wraps, two side salad options, chili and a chicken sandwich.

You could mix those items into 4,896 different trios, the release said.

The release also said this wasn’t the standard value menu of mostly snacks and side items.

Wendy’s said in the release that Dave Thomas introduced the Super Value Menu in 1989 and that its value menu was now completely revamped.

The Associated Press described the revamp as a way to give budget-minded diners more options and Wendy’s more flexibility on pricing.

The Three Tiers

Biggie Deals launched nationwide on January 14, 2026, with prices starting at $4.

The $4 Biggie Bites gets you two picks.

For the first, you choose a Crispy Chicken Sandwich, Jr. Cheeseburger, Jr. Bacon Cheeseburger, 4-piece nuggets or Jr. Fry.

The second can be 4-piece nuggets, a Jr. Fry or a small soft drink.

The $6 Biggie Bag starts with one pick from a Crispy Chicken Sandwich, Jr. Cheeseburger, Jr. Bacon Cheeseburger or Double Stack.

It adds 4-piece nuggets, a Jr. Fry and a small soft drink.

The $8 Biggie Bundle lets you pick two of those sandwiches or burgers, then adds a Jr. Fry and a small soft drink.

Parade reported that all three tiers were available in-store or at the drive-thru on launch day, January 14.

Items Versus Combos

A 99-cent item and a $4 tier don't buy the same thing.

In 2013, the release listed each menu item at a price from 99 cents to $1.99.

In 2026, the $4 Biggie Bites covers two picks, so one price pays for a pair of items.

Wendy's introduced the $4 Biggie Bites in January 2026 as part of its new Biggie Deals menu.

Restaurant Dive reported that Wendy's first launched the Biggie Bag, now the $6 tier, in 2019.

Say you'd bought a 99-cent nugget order and a $1.19 Jr. Cheeseburger Deluxe off the 2013 menu.

That came to $2.18 for two items.

Divide $4 by the two picks in a Biggie Bites, and you get $2 each.

That $2 sits just above the 2013 menu's top price of $1.99.

One of those two picks can be a small soft drink, so the $2 average includes a drink.

So going from 99 cents to $4 sets a per-item price beside a price for two picks.

Wendy's Biggie Deals Math

Wendy's Biggie Bag has four items for $6, which works out to $1.50 an item.

The $8 Biggie Bundle also has four items, so it works out to $2 an item.

What Drove the Changes

The Associated Press tied the January 2013 revamp to rising costs for meat, cheese and other ingredients.

Fortune reported in April 2026 that chains had emphasized value for several years to win back customers frustrated by food price inflation.

Parade described the three Biggie Deals tiers as a way to tailor a meal to your preferences and hunger level at $4, $6 or $8.

Parade also cited recent data suggesting about 71 percent of consumers care about personalized ordering options when ordering fast food.

Fortune cited two marketing professors: one said value has become a promotional expectation across retail, restaurants included, and another said cheap food alone isn't a winning long-term strategy.

The 2026 Value Menus

Other chains were rebuilding their value menus in 2026 too.

Fortune reported that Taco Bell launched its Luxe Value Menu in January 2026, with 10 items that cost $3 or less.

Restaurant Dive called Wendy's the latest quick-service chain to update its value menu, following Taco Bell's recent rollout.

Fortune also reported that McDonald's would start a McValue menu on April 21 with 10 items that each cost under $3, replacing the version it was running at the time.

Half of the items on that menu are breakfast items, Fortune said.

Fortune said McDonald's would add a $4 Breakfast Meal Deal the same day.

Those lists price single items, the kind you can set beside Wendy's 2013 list.

Wendy's Biggie Deals tiers at $4, $6 and $8 have you pick a combination instead.

On its earnings call on August 7, 2026, Wendy's chief executive said the Biggie Deals offering had become too complex and was diluting value.

Wendy's also said it plans to rebuild its menu and address its menu price architecture.
