North Carolina offers no side door around the hot food rule, and that catches people who moved down from a state that does.

Nine states run a Restaurant Meals Program, including Arizona, California, Maryland, Michigan, New York, and Virginia.

Those programs let a narrow group buy prepared meals at approved restaurants, and a shopper has to be 60 or older, living with a disability, without housing, or married to somebody who qualifies.

The state isn’t on it.

So a hot plate stays off the card in a Food Lion anywhere between Murphy and Manteo.

Does Food Lion Take EBT Online?

Food Lion switched on EBT payment for its online pickup service across all ten states it serves back in 2021.

Pickup runs through Food Lion To Go, where you link the card as a payment method and shop the same prices the store charges inside.

For delivery, Instacart handles the order, and it accepts SNAP benefits in every state except Alaska, Louisiana, and Montana.

One caveat: Your benefits pay for the groceries and nothing around them.

Since December 1, 2025, adults 18 through 64 without dependents have to work, train, or volunteer 80 hours a month to keep benefits past three months, counted inside a window running from January 1, 2025 through December 31, 2027.

That clock runs either way.

The exemption list is long, and the widest one surprises people: Living in a household with a child under 14 exempts you, and you don't have to be that child's parent or guardian.

The state also exempts pregnant women, anyone caring for a child under 6 or an incapacitated person, anyone drawing disability benefits from any source including a veteran with any disability rating from Veterans Affairs, anyone unfit to work 20 hours a week, people without a fixed nighttime residence, domestic violence survivors, homeschool parents teaching 30 or more hours a week, anyone 65 or older, and adults 55 through 64 facing several barriers at once.

A second change took hold February 1, 2026, when narrower rules took effect for non-citizens.

The dollars run on the federal fiscal year.

Through September 30, 2026, one person can draw at most $298 a month and a household of four tops out at $994, with a floor of $24 for a one- or two-person household.

About 1.44 million North Carolinians drew benefits in fiscal year 2025, close to 13% of the state.
